In March 2008, Enforce celebrated its 31st year as a provider of an excellent promotional process as well as publications and services for law enforcement agencies.

During these years, Enforce has accumulated a vast amount of experience. The evolution, or transition, if you prefer, of departments has been constant. When the company was founded, the trend was to Community Relations, then Management by Objectives (MBO). Routine patrol was examined as well as one-man patrol. Team policing came along as did neighborhood policing. Ultimately, problem-solving and community policing arrived. These combined the time-tested theory of scientific management for problem-solving, with the prescience of Sir Robert Peel as to the community. These have gained recognition and are accepted extensively on a long-term basis.

So now, Enforce must turn its attention and research to matters of current concern; police as first responders, evidence preservation; DNA, etc.

There is much to learn and always has been. Even though our main personnel are, or have been, personally involved in law enforcement, we have learned from our clients. This is true largely because we tailor our work to client’s needs. There is some universality in developing a promotional process to the rank of sergeant, for example, but agencies tend to have different perspectives.

Accordingly, Enforce has dealt with police unions, various ranks of command officers, and almost always human relations personnel. Sometimes we learn of a very good approach to some element of the process that can be adopted by others.

The following are descriptions which set Enforce apart from other testing companies:

  1. No examination, or any part thereof, developed by Enforce has ever been challenged in court. To the best of our knowledge, there has never been any adverse impact.

  2. Enforce is a specialist in law enforcement. Similar services for fire departments are not provided. We regard firefighting as a completely different discipline requiring its own body of knowledge. This creates some skepticism about companies that claim the ability to alternate between police and fire.

  3. Enforce does not standardize any examination. Questions or exercises are developed from the source material selected by the agency with our assistance if requested. The job analyses must be consulted.

  4. It is the philosophy of Enforce that the promotional process is an excellent means of providing in-service training. In reference to an examination for Sergeant, this means exposure to time-tested supervision theories, along with personnel issues and many other facets of the job. Candidates gain a new recognition of the role of the supervisor even among those who do not pass and the understanding creates a greater respect for that authority figure. Enforce strives to fulfill this effort to achieve open-mindedness and learning for its own rewards.

  5. Source materials for candidate study should not be selected until after a job analyses has been provided. This furnishes the evidence for content validity for both written and oral examinations. Source material must relate.
